The sight was created by Alexei Yurjevich Bistrov, who is a candidate of Agricultural Science, graduated from Lesotechnical Academy and Agricultural Institute. At present he is working as a principal hunter in the Hunting Zone (private hunting farm) «Verhnie Mandrogi» And tourist hunting firm «Safari-Valmir», and also can act as an individual, cooperating with hunting farms.
